Preparing for Ontario’s New Licensing Framework for Temporary Help Agencies and Recruiters

Over the course of the past 18 months, ACSESS has worked closely with Minister McNaughton’s policy team to develop an industry licensing framework and most recently to finalize the regulations. As part of its mandate, ACSESS has long supported and advocated for initiatives to ensure that all temporary help agencies (THAs) comply with their legal obligations. This creates a level playing field for ACSESS member agencies and results in a fairer industry for THAs, their clients and assignment employees alike.
The Ontario government has recently released the remaining details of this new framework, which will be implemented in two stages. Stage 1 will begin on July 1, 2023 and introduce the bulk of the licensing provisions, allowing THAs and recruiters to prepare and submit their license applications. Stage 2 will follow on January 1, 2024, when the remaining provisions, including the prohibition on operating without a license, will come into effect.
