The aftermath of the ArriveCan contracting file is making it increasingly difficult to provide professional services to the Federal Government.

Join us via Zoom on June 19th at 11am as we unpack some of the recent changes including:

Push for solutions-based contracts:  Government departments were told to increase the number of "solutions-based contracts" without providing much clarity on the "how".  When we asked for clarification, PSPC confirmed: "we are looking for clearly defined deliverables in task-based contracts and/or solutions-based contracts".  It's an important clarification that creates confusion to this day.   PSPC told us they would clarify with government departments.

Directive on Digital Talent: There's a new process for clients who need to contract out for digital talent (digital talent = roles reporting to a CIO).  Clients are asked to search Treasury Board-managed pools of digital talent prior to contracting out.  TBS resources are individuals available as government employees (as opposed to contractors / consultants).  Clients are being asked to justify not hiring for these roles.  FYI in case you find out about this new process.

Changes to Contract Security: Security clearances will no longer be a requirement to qualify on Methods of Supply (ex: TBIPS, TSPS, etc.).  There's good news, and not so good news with this initiative, and assumptions are impacting the successful rollout of this change.

Corporate Criteria: PSPC is asking client departments to evaluate "Vendor Capacity" (aka more Corporate Criteria).  We'll share what this means and the impact.

To expand on recent changes, and to answer questions from our members, Martin Chénier (Procurement Alliance of Canada) will be hosting a session on June 19th, 2024 @ 11am EST.
