Shaloma Gauthier
Manager of the Immigration Promotion and Employer Outreach Unit with the Ontario Ministry of Labour, Immigration, Training and Skills Development


Shaloma has held several leadership positions within the Ontario Public Service. In this capacity, she has led large teams, overseen complex policy files, and provided strategic guidance to senior management.  She has vast experience in the realm of economic immigration pathways to Ontario. In May 2023, she moved into the role of Manager of the Immigration Promotion and Employer Outreach Unit with the Ontario Ministry of Labour, Immigration, Training and Skills Development. The unit is responsible for working with international partners to identify talent abroad as well as plan and execute promotion and outreach opportunities and missions.  

Shaloma is committed to volunteerism as she designed and led a program for over 100 staff in the Government of Ontario aimed at furthering professional development. 

For several years, she served as a member of the Board of Directors of the Alliance Française in Toronto. Before joining the OPS, Shaloma completed her PhD in International History and Politics at the Graduate Institute of International and Development Studies in Geneva, Switzerland.
